REFORMATTING THE ARCHITECTURAL DESIGN AND SITE PLANNING SUBJECT OF THE BOARD LICENSURE EXAMINATION FOR ARCHITECTS (BLEA) TO FULLY COMPLY WITH SEC. 7 (m) OF R.A. NO. 9266 (The Architecture Act of 2004)

WHEREAS, Section 7 (m), Article I of Republic Act No. 9266, known as the Architecture Act of 2004, states, to wit:
“Section 7. Powers and Functions of the Board. – xxx
(m) To adopt a program for the full computerization of the licensure examination; xxx“ (emphasis ours)
WHEREAS, Sec. 7 (q) of R.A. No. 8981, cited as the “PRC Modernization Act of 2000” empowers the Professional Regulation Commission to carry out the full computerization of its system including the Board licensure examinations (the “BLE”);
WHEREAS, the present format of the Architectural Design and Site Planning Subject (the “Subject”) of the Board Licensure Examination for Architects (the “BLEA”) requires manual drafting skillsets in solving a single, situational design (cum site planning) problem, for the examinee to successfully undertake and pass the Subject;
WHEREAS, the two (2) other BLEA Subject sets are non-drafting Subjects that only require the examinees to answer a combined total of two hundred and fifty (250) questions under a multiple choice format cum multiple situational problems, the answers to which are read only by optical media readers (OMR);
WHEREAS, the required shift from a manual drafting, single design (cum site planning) problem format to a non-drafting multiple design (cum site planning) problem format for the Subject shall achieve the following:
a) remove the subjectivity generally/ specifically associated with the manual checking of the examinee’s answer in the form of plates consisting of drawing sheets;
b) remove perennial doubts by examinees as to the validity of the checking of the design solution, which can only be done manually within a period of thirty (30) days as prescribed by law;
c) remove the bias against the examinees with limited manual drafting skillsets;
d) allow the examinees better chances of passing the Subject since there will be multiple short situational problems to solve, covering several design archetypes rather than just one long situational problem;
e) eliminate situations wherein examinees’ mistakes in the appreciation/ comprehension of one long situational problem definitely increases the chances of failure in the Subject;
f) eliminate the need for cumbersome manual drafting implements/ paraphernalia/ apparatus to be brought to the test site by the examinees e.g. drawing board, T-square, 30-/60-degree triangles, protractor, etc.;
g) eliminate the perennial confusion and misinterpretation of drawing/ drafting requirements and affixing signatures or prohibited images/ graphics on the sheets/ drawings;
h) allow examinees with disabilities to take the Subject with ease; and
i) shall allow the future reduction of the Subject test period from the present ten (10) hours.
WHEREAS, the PRBoA has met on several occasions to discuss the mechanics and the sample questions for the planned Subject test reformat;
WHEREAS, the Professional Regulatory Board of Architecture (the “PRBoA”) has consulted the stakeholders in the profession and has received positive responses;
WHEREAS, the PRC Rating Division has been consulted on the planned Subject test reformat and has found the suggested PRBoA reformat workable and in conformity with existing Commission practices and standards;
WHEREAS, the PRBoA has already conducted four (4) licensure examinations for architects (LEAs) in the Kingdom of Saudi Arabia (KSA) in December 2007 and again in March 2009, in the form of the Foreign Board Licensure Examination for Architects (the “FBLEA”), a component of the Special Professional Licensure Board Examination (the “SPLBE”), upon the instruction of H.E. President Gloria Macapagal-Arroyo;
WHEREAS, the December 2007 FBLEA in KSA was a very successful pilot-test that allowed the PRBoA to reduce the number of LEA examination days from three (3) to two (2), a system which has already been applied in the Manila BLEAs since January 2008;
WHEREAS, the expected limited number of examinees at the FBLEA component of the four (4) SPLBEs scheduled in late November and early December 2009 at Al-Khobar (KSA), Jeddah (KSA), Doha (Qatar) and Abu Dhabi (UAE), presents another golden opportunity to pilot-test a non-drafting multiple design (cum site planning) problem for the Subject that will now be checked only by the OMR, thus substantially complying with Sec. 7 (m) of R.A. No. 9266;
WHEREAS, the conduct of the FBLEA is in keeping with the policy of holding BLEs by the PRC and the concerned Professional Regulatory Boards (PRBs) abroad to meet the special needs of Filipino overseas workers, as enunciated by H.E. Pres. Gloria Macapagal-Arroyo;
NOW THEREFORE, the PRBoA RESOLVES, as it is hereby RESOLVED, to substantially comply with Sec. 7 (m) of R.A. No. 9266 by pilot-testing a non-drafting multiple design (cum site planning) problem format for the Architectural Design and Site Planning Subject of the FBLEA component of the four (4) SPLBEs scheduled in late November and early December 2009 at Al-Khobar (KSA), Jeddah (KSA), Doha (Qatar) and Abu Dhabi (UAE);
RESOLVED, that the pilot-test for a non-drafting multiple design (cum site planning) problem format require the FBLEA examinees to answer a total of one hundred and fifty (150) questions under a multiple situational problem cum multiple choice format, the answers to which are to be read only by the OMR;
RESOLVED, that the pilot-test for a non-drafting multiple design (cum site planning) problem format for the 4 FBLEAs be administered over the ten (10) hours originally assigned for the old manual drafting test format;
FURTHER RESOLVED, to make representations with and/ or instruct the concerned PRC divisions to make the necessary adjustments and preparations to help assure the success of the pilot-test; and
FURTHERMORE RESOLVED, that if the pilot-test is again successful, the same Subject test reformat be applied in the 2010 Manila BLEAs and all FBLEAs of SPLBEs thereafter.
RESOLVED, FINALLY, that this Resolution shall take effect fifteen (15) days following its full and complete publication in the Official Gazette or any newspaper of general circulation in the Philippines; that concerned offices and divisions be directed to carry out the herein Resolution; and that copies hereof be furnished to all concerned persons for its information and dissemination to all stakeholders.

  1. is it right to take away drawing as a requirement for being an architect.. we architects solve problem through drawing? what is this? a joke? they took away drawing from architecture as a matter of convenience..!

  4. i agree with the resolution, kasi naman its very practical now a days., weve been drafting for 5 years in school, and nakapasa naman na kami in our respective schools., i dont see the need para mag drafting pa sa board exams., well in fact sa panahon ngayon, wala na nag mamanual drafting., lahat na computer aided., so why the heck pahirapan ang mga board takers., we deserve naman a break... is it not enough na after 5 years of school may 2 years pang apprenticeship...and just because pangit ang line weights or mabagal mag draft mababagsak na well in real life it takes months para makapag complete ng full set of plans for the clients...after we pass the exams who cares kung magaling kang mag 3D kasi may sketch up, may 3d max. intericad at kung ano ano pa...who cares kung maganda ang line weights., kasi ang sinusubmit for approval ng building permits is cad generated..GO GO GO sa non drafting for BLEA's...

  5. Drawing and drafting should never be removed in the ALE since it is an integral part of our course. They say that they removed it for the sake of those who are not adept in drafting to be fair.. THAT DOES NOT MAKES SENSE AT ALL! Once you take the course Architecture, it is expected that you are good in drawing or atleast know how to draw AND be theoretically inclined in terms of subject matter. There is no excuse for slow and poor drafting because in the first place, you took architecture whereas DRAFTING is a major part of it. It is also wrong to say that DRAFTING is not the work of an Architect since majority starts becoming arch'l apprentices as Draftsman. I guess we June2009 ALE takers will be the last batch of examinees who have undergone design in manual drafting if the pilot testing at saudi will be successful. I feel so lucky to pass the exam in such fashion.

  6. real architect must know how to draw manually,especially in pre-design services and preliminary drawings, we can express our emagination thru drawing, and this is very useful in the practice of architecture,I cannot imagine those passers of this experiment will considered as architect...

  7. since birth we develop our skill in drawing,in that way we able to determine ourselves if what we really want to be, and my mother said to her friends, "my child is starting to draw a house, he will be an architect someday!"...in this drawing requirement of board examination for architecture gave me a grade of 92, so I passed the exam.eventhought I have no money to take my review class. But I am now a real architect, and I'm proud to draw manualy until now.!

  8. Architecture is the art and science of DESIGNING and constructing buildings or structures in accordance to satisfaction of strength, function, economy, and BEAUTY. I guess there is nothing wrong revising the design subject, but it defeated the true essence of design. How can you express the beauty of your design w/o drawing? multiple choice? Keep in mind that Architecture is both ART and science. Do not forget the word ART. It seems that the revision is too much scientific that the artistic side of the subject matter was defeated. As for now, maybe we just have to respect the decision of the board. But i think if the true masters like Tomas Mapua, Antonio Toledo, and Juan Arellano, are still alive, i believe that they would strongly disagree with this decision.

  9. Drafting its not just about LINEWEIGHTS!! It is all about how you express your design. The challenge in drafting is how you MANAGE YOUR TIME!! its not about lineweights nor anything stupid like computer drawings. Keep in mind that you are not taking the board exams to act as an architect. You are taking it to pass the CHALLENGE of the PRBOA. It makes me laugh to think that the generation today is so focused in computer or CAD which is supposed to be just a tool. TRUE IDEAS STILL COMES FROM SKETCHES. I am already an architect for 5yrs and i really know what i am saying. Everything i say has basis. Not just what i think right for myself. DRAWING AND DRAFTING SHALL NEVER BE REMOVED. Same as mentioned above, if the true masters are still alive, they would strongly disagree with this. again, i will put emphasis to this one, "YOU ARE NOT TAKING THE BOARD EXAM TO ACT AS AN ARCHITECT, YOU ARE TAKING THE BOARD EXAM TO PASS THE CHALLENGE OF THE PRBOA THEN YOU CAN ONLY ACT AS AN ARCHITECT."

  10. Those who are taking the exams under the revised design subject which is the multiple choice thinks that it would be better that way. But what they don't know is that it is their loss. Since college they have been training and paying lots of money in colleges to perform manual design drawings, then all of a sudden drafting will be removed. Its like training for nothing. Ive red some comments and i feel the same way too. It is not right to remove the drafting in exam since it serves as a measure of time management. Otherwise if they will remove it, same as colleges, they will also remove drafting in curiculum. which is absolutely not and never will be right.

Architect is not only for drawings, sketch cartoons, Architects occupations is also for construction, for manufactures, for attractiveness, for scenery , for understanding, for building structure supervision, for mental picture of a design , we are not fine arts, or illustrators, and u have no right to say that the passers for this exams in this type of exams are sham, even you, if you are now an architect, if you take an exam like this you will find great effort, to envisage, the real meaning of architecture
    I agree with this, to REMOVE drafting in ALE, this signifies or this is the very essence of the innovative of the human race and we must move at the forefront, we are not leaving in the times of iktinus, you have nothing to put side by side the year 1930 to 2009, for the time of mapua, or anybody else great arki in Philippines. We must have to battle globally. Today designing is all in software’s, and we can do drawings depending on this for the reason that we are in this time of systematic, electronics, computers or whatsoever it is. Not all architects are good in drawings, but some are superior in visualizing, this is the art and science, to visualize, conceptualize for exquisiteness, intended to outline,, but for this moment in time, we must acknowledge to the reality, that drawings are made now in computer unit, but certainly it is still we the designers who imagine, propose, and have intelligence, on how a building can be raised, erected and the consequences are still in our best illustration in brainpower.
    At any rate, this is only for examination right?, and every architecture stud knew how to draw, because we have drawing subjects, but it doesn’t mean that we have to forget to draw, color or design in sketch, because this is part of the curriculum , in the other hand , but if today u are graduate , an arki license and working and you are still doing in manual drawing in your office , I have doubt that your office has no better large amount production. How can you compete to international architects?

  13. The stipulated BOA rationale are all valid. This is a very good start for the ALE and the profession as well. It is long overdue and the profession deserves this development. In a few years, hopefully, a generic cad software will be utilized in Architectural Design and Site Planning. It is understood that being an Architect you can best present your ideas and concepts manually. Being able to orally express your thoughts, ideas and concepts is a must.

  14. ang sumang-ayon lng sa non drafting ang yung mahina ang kamay sa manual drafting,hindi cla dapat na tawaging arkitekto..umaasa lng sa mga computers,paano na yong on the spot sketches..cguro hahanap pa cla ng computer...

    I hear you, we hear you. GOD hears you.
    One of our goals right now (and forever) is to uplift our society and our nation.
    Isn't this Green Architecture? less/no paper, shorter period of time, broader scope of interest...
    Remember that action (quality experience/ design/ construction) speaks louder than words (drawings).
    Let us help each other and the future architects and not bring them down, after all we are architects, please understand it... in a deeper and in a righteous sense.
    Thank God, we know that our PRBoA (with the stakeholders) is doing their responsibility.

Architecture without drafting and handson design is like an Engineer without mathematics, Nurse without duties, Doctor without Patients, Accountant without Calculators, Seaman without ships, Pilot without airplanes, Soldier without Guns, Architect without Projects, (and me without my girlfriend) hehehehehehehe. But seriously it is like that. I am using such comparison in order to express how grave it is to remove drafting and handson drawing from architecture.

  19. Ang buhay ng isang arkitekto ay punong puno ng dedlines. Para sa akin, ang design exam na may drafting ay mgndang paraan para masukat ang iyong time management. Alam kong sa totoong buhay na hndi na gaanong ngddrafting ang mga arkitekto. Pero sa ngyun, hindi pa nmn ako arkitekto e…. Gusto ko rin maranasan kung ano ung mga naranasn ng mga tunay na arkitekto na dumaan sa pahirapan. Mas fulfilling kc eun e.. Ung tipong ibeabeat mo tlga ang deadline, at iba pa.. Sana ibalik nlng sa manual…. Pinagmamalaki ko pa nmn na mahirap mgng arkitek kc may drawing ang exam nmn… kaso tinanggal e.. syng… 5yrs kming ngtraining ng mga esquisse para lng mgprepare for board tpos gnun nlng… e kung gnun rin lng dpt tngalin na ang manual drafting sa mga college para mging mas mura mga tuition.:) naiinggit din ako sa mga officemate ko na may licenxa na kc dumaan tlga cla sa pahirapan.. Pg naguusap usap cla un nga maxado dwng pinadali pwd pa mgdala ng building code swerte dw mga mgtatake ngyun… nanliliit ako e.. pra bng papasa ako the easy way…. Ayw ko ng gnun.. Anyway opinion ko lng un. What do you think guys?

  20. Sbi ng PRBOA kya gnwng gnun para tumaas ang passing rate.. Bt gnun? Bt cla ang gumagawa ng paraan para tumaas ang passing rate? Hndi b dpt ang mga mageexam ang gumawa ng paraan pra tumaas ang passing rate? Kung pangit drafting mo then improve it. Wala kng magagawa. Parte yn ng archi.. Tapos nakakarinig ako ng mga baguhan ssbhn draftsman lng ang nagddraft saka dinadaan lng dw sa gnda ng drafting..! Kalokohan yan. My mga nagaaply saamin na fresh grad kla mo kung cnong magagaling pg draft m lng ng simpleng detail d kaya! Lahat ng arkitekto dumadaan jan. Para sa d magaling mgdraft, maybe that is unfair but that’s the way it is supposed to be. Life is really unfair. Ginusto mo yn e.. Kukuha kuha k ng archi tapos ayw m ng drafting, u shud embrace it frm the start.

  21. Nung narinig ko balita, masama loob ko at disagree ako sobra. But sooner i realized ok n rin cguro un.. Para nga nmn mas maraming pumasa.. Kawawa nmn mga magulang ng mga magtatake or ung magtatake mismo.. I guess... Naguilty ako nung nagdiagree ako kc feeling ko ang damot ko.. hehe.. Nanjan na yan e. Smile nlng. =)

  22. yes dear.. passing the exam the old fashioned way is much more fulfiling. no open building codes, no multiple choices, just you, your skills, and what you have studied. no one can take away to us that fulfilment.

  23. In my humble opinion, drawings can still be incorporated thru Computer Aided Design Softwares via computers. In this way, were targeting two points in the making. Computerization, and at the same time retaining the DRAFTING.

    This may seem a little bit difficult but this should be the path of the LEA and not multiple choice design exam.

    They may have focused on the idea of the ease of checking and forget alot of things.

    I just hope that this gets implemented not this coming January but on the next exams which is in June. The notice for having it in January 2010 is very short.

  24. Well I think wag natin i-discourage o ibaba ang tingin sa mga examinees na magtetake ng exam ngayon. Unang-una hindi sila aware sa naging decision ng PRBOA dahil masyadong late ang info. All of us was shock sa ganitong format but I think hindi naman nila nilabas ito na hindi nila pinag-aralan. Ano yun ngdecision lang sila ng suntok sa buwan.It is better na hintayin ang outcome bago magsalita ng kung anu-ano.Hindi ibig sabihin na multiple choice e pinadali na ang exam. We really don't know kung ano ba ang mga posibleng pwedeng mangyari sa exam. God bless na lang sa mga future architects

  25. hinde ba nila pwede baguhin muna yung curriculum muna ng mga schools before they "innovate" as one of the "architects" who do not want to draft in the board exam? para kasing sampal sa mukha sa mga Architects who pushed forward para pumasa sa drafting subject eh, bumagsak ako sa 3A dahil din mabagal ako mag draft, and until now na nagrereview ako nagprapractice pa din ako, together with self study ng AutoCad 2009, sketch-up, and 3d Max. im not against with the computer aided practice, w/c i also use in presenting my designs for the clients of the company im in, pero BS naman yung changes na yan, parang yung ginawa nilang 2 years apprenticeship para sa mga graduate, did they even give us protection or even assistance against sa mga "baliw" na bosses, alam na naman nila scarcity ng work natin dito sa Philippines eh, some of good graduates have no choice but to take risk at pumasok sa mga ganung boss until matapos yung 2 apprenticeship eh, does that even helped those graduate who worked with that kind of company? bkt? tuturuan ba kame ng mga senior architects about history? or about theory of design? or planning? or professional practice? common, they are too busy figuring out how to cut the cost of the design, they are too busy figuring out how they can earn more outside sa professional fee. now, gusto nila baguhin yung pattern? which 7 years na pinaghandaan ng mga architectural students? for what reason? tumaas yung passing rate? again. BS! bat di na lang nila ipamigay yung mga license sa recto at dun na lang kame kukuha. I think highly of architects before kasi i admired their persistent to push forward creativeness even in the odds of failure while juggling the hardship of standards made in order of seniority practice. but now? geez. kaya walang nabubuong magagaling na architect sa bansa natin dahil sa mga ganitong decision eh. nakakahiyang isipin na papasa tayu kasi pinadali nila yung exams. sagadin na lang sana nila... free license sa recto na lang sa lahat ng grumaduate, wala ng exam exam, pumasa nanaman tayu nung college dba? lang kwentang desisyun.

  26. look at the brighter side guys.. they did it for the purpose of higher passing and rate and to allow people with disabilities to take the exam with ease... I know there are pros and cons. Ive read comments who agrees and disagrees... everybody has a point and correct. walang mali. But as of now, tanggapin nlng. nanjan na yan. BTW i am also glad na maraming nagcocomment. It shows na napakarami tlgng concerned sa ngyayari na yan. AGAIN, For me, TANGGAPIN NLNG, NANJAN na yan... hndi na cguro masama un. GODBLESS ALL ARCHITECTS, MABUHAY TAYONG LAHAT!

    Lam natin marami ng batas ang pilipinas implementasyon nlang ang kailangan para umusad ang bansang mayaman sa likas na yaman at profesional na produkto.

  28. i agree with that. hindi namin (incoming examinees for january 2010 )kasalanan na baguhin na lang bigla ng PRBOA ang format of exam. it just so happen na timing sa amin in-implement. And please for those who have passed the examination the old ways, wag kayo masyadong mang-degrade ng mga COLLEAGUES nyo, its not our choice to change the examination. lahat tayo may mga violent reactions about their decision. and who knows what the real content of exam is? ALAM nyo na ba? as they have indicated on their news, SKECTHING and computations is REQUIRED but not graded. meaning they have their own way of determining if the examinee deserves to pass the exam. who knows? after na january 2010 examination, saka tayo mag-react. i am not boosting but i can say that i have a very good drafing in college years, even now, pero wala kaming magagawa sa new format of examination. the mistake of PRBOA is their very short notice.

  29. There will be no 'stigma' to the future architects, as some commented, They will just be known to be the start of new age in the Architecture Profession. Architecture has evolved and licensing examination has to. This BoA effort may be light years away compared with the first world countries' process, but I guess the PrBoA is on the right path to the real essence of 'globalizing the profession' and this is one step of gradually being at par with the rest of the world.

    I sincerely believe that numerous things has to be done, from the entrance examination for prospective architecture students, the curriculum, the way diversified trainings are handled to subjects and schedule of respective examinations.

    For those who have the objections, this is a good venue to hear your thoughts, but I recommend you to check on some countries meticulous licensing examination process then maybe you can the have the same views as of the PrBoA and maybe has done the same thing if you were in the shoes of these brilliant people.

    Drafting is not Designing nor Planning, it is only a Medium you slept and woke with for over 5 long years plus your diversified training years. If you did not endure 5 years of it, then you should not be given even the right to take the licensure examination.

    I am very sure that Chairman Alli and the rest of the board members will have this as their legacy in the Board of Architecture and of the profession they chose to live with.

  30. correct indeed. tanggapin n lng.. nanjan na yan.. ano pa mggwa ntin.. after all, the PRBOA has been always there for us. They fought for our right against CE's signing arch'l documents. They deserve so much respect with this decision. Maybe for now its hard to see and accept, but they are just doing what can be best for us. Look at the brighter side nga. Higher passing rate and allowing people with disabilities to take the exam with ease. Nice indeed. Hndi na masama un. Wala akong makitang mali dun.

  31. Itong hirap sa'ting mga pinoy e, di pa nga nalalaman ang resulta ngrereklamo na kagad. E pano pa susulong ang bansa natin kung may ganyan tayong ugali dapat magtulungan na lang hindi yung magbabato pa ng salita na kesyo lahat ng papasa sa bagong format ng LEA ay mahihina, sa tingin niyo tama ba yun na tuligsain niyo ang kapwa niyo Pilipino lalo na't ang mga ito ay tinuturing na bayani ng ating bansa eto yung mga OFW na lubos na nagsasakripisyo sa ibang bansa. Wag na'tin isipin na nalamangan tayo ng ating kapwa, wag tayong maging makasarili, isipin din natin yung kalagayan ng ibang tao na nangangarap maging arkitekto.Mag-isip ka muna kabayan bago ka magsalita sa kapwa mo.

  32. for those previous board passers (and to those who will take the board) WHO THINKS THAT FUTURE PASSERS IN THIS NEW FORMAT ARE NOT WORTH IT TO BE CALLED "ARCHITECTS", do u think they have a choice if the board have already made their decision? Being an architect is not ENTIRELY about drawing! Don't you realize that not all professional architects who excel in drawing does well in the profession? Why? because they skip their THEORIES in the very first place! How could you discriminate such a future passer without giving him a chance to prove you wrong! So unprofessional... tsk.. (better assess urselves, u might be one of the "not so good" type..)

Typical attitude of Pinoy.....MADAMOT....tama yun hintayin muna natin ang result bago tayo mag ngangawa...everything happen for a reason....don sa masyadong nanggagalaiti, accept it or not...yan ang reality....yes, i agree... "passing the exam the old fashioned way is much more fulfiling, just you, your skills, and what you have studied. no one can take away to us that fulfilment" ..........but nowadays....ilang percent na lang ang manual drafting? its just an exam....kahit pa maging topnotcher ka sa sinasabi mong THE MOST CHALLENGING BOARD EXAM ever, at WALANG PROJECT, para san pa yun? PRIDE? kahit yun magagaling sa freehand, sketches, conceptualization, computer pa rin ang magtatapos...scanning, enhancing drawings in adobe, yun floor plan in autocad pa rin...visuals na lang halos ang freehand...tapos powerpoint and presentation...the sad truth...sa mga client na hindi naman Arkitekto...yun computerized na plano ang me dating sa kanila. At sa Australia...wala silang pakialam sa board exam mo dito...associate ka lang pagdating don...kahit pa topnotcher ka.....at kahit pa sinong bigtime dito na galing sa old school at luma ang curriculum hindi papasang Arkitekto sa kanila. At ano ba ang practice dito sa Pilipinas...kahit ang malalaking firms me outsourcing na rin....nasaan ang ibang arkitekto na pasado ng OLD STYLE EXAM? Nasa call center. kasi ang reality hindi tayo mapapakain ng pride, achievements....magkano lang ang sweldo kasi sa local architectutal firms kahit registered ka pa? marami sa atin nasa abroad.....magagamit mo ba ang license mo don??? pantay pantay lang kayo non mga hindi pasado....kaya please ang puso....wag masyadong gigil sa reformatting....lahat nagbabago....

  34. The change in the format is very new and with introduction to new ideas, criticisms arise whether constructive or destructive. Here are some of my personal inputs:

    When i heard about the new format, I thought "this could be harder now, with the requirement of sketches and computations to couple the answer of choice". Former exams were just given ONE LONG PROBLEM but with the latter exam, MULTIPLE DESIGN PROBLEM SETS. This means that the focus of "The subject" is no longer on a single structure of a certain occupancy but MULTIPLE structures of different occupancies. I think the PRBoA is making the best decision for the profession. It is now an exam for those who are really equip with knowledge and experience in the profession. The exam now is a test of the mental capacity though the "drawing" aspect is not totally abolished. You are still required to draw without the use of mechanical drawing tools. FREEHAND DRAWING is still important in this examination, thus it is required. MATHEMATICS is also given weight in this exam since computations are also required. I think they have covered much about important aspects of architecture.

    For those who have noticed, wala tayong architect na renowned worldwide siguro kasi there is something different with our training and mentality kung bakit di sumisikat ang profession natin sa labas. If you have seen sketches of Le corbusier (only a one of the celebrated architects worldwide), well, his drawings are not really the best nor they have a great penmanship, but they have concepts and perception of a master builder/artist that no one can contest. Perhaps, with the introduction of this new format for the exam, changes will be inevitable for the profession and I'm guessing a Great change!

  36. By the way kami yung mga mag tatake ng archi board from middle east. Based on the comments that we read here, it seems that they are not considering those who will pass in this new format of exam as fulfilling as the board passers before the re format. It is so unfair on our part, because on the first place, we did not know that this will happen, and also it is not just the drawings that will prove that you deserve the license, and to think that we are working here in Saudi so far away from the country combining the review with the working hours. And what is your grounds of saying that we do not deserve to be called architects after we pass this re formated exam? No one knows how hard the exam will be. And also please do not judge the people that will take the exam, because you do not know what we have been through also just to take the board. It really hurts to see those comments.

    But, we do not care! We will take the board exam THE REFORMATED ONE, and we will do our oath taking with pride. We do not need your opinions, because as a matter of fact, Filipino architecture GRADUATE here in the middle east is still the best, what more if we will pass the board.

  37. Yap maybe the PRBOA just want to produce "GENIUS ARCHITECTS"!!!kc more on "MULTIPLE SITUATIONAL PROBLEMS" at di iisa. Ska dun sa mga nagrereklamao, MAAWA naman kau sa nagchecheck nung ARCHL DESIGN board exam!! ilang daan ba kumukuha ng exam??? sa isang kuhanan ng board exam??? at ilang beses ba ung board exam sa isang taon??? at isama mo pa ung kukuha sa abroad??? like Al-Khobar (KSA), Jeddah (KSA), Doha (Qatar) and Abu Dhabi (UAE); diba?? kwawa namn ung magchecheck!!! ubos na ung oras nya sa pagchecheck ng design exam na sa halip ay may iba pa syang mahalagang inaasikaso at tinatrabaho!! ska huwag muna kau magjudge mga pumasa ng design drafting na nagrereklamo!!! Bka dumating ung panahon na isilang "ang pagdating ng sikat na ARKITEKTO ng Pilipinas" at makilala ng buong mundo eh galing sa isa mga kumuha ng exam na "multiple choice" na design!!!! Isa pa in reality the ARCHITECT di namn puro drawing lang ang hawak... This new reformat exam is to see the FLEXIBLITY SKILLS and GENIUSNESS of an ARCHITECT in the way he thinks and decide with responsibility in different situations and problems in design, construction and project management.. san ka pa?? ARCHITECT di lang pang drafting, pang "decision wise" pa!!

We are maturing and hopefully everyone will be with the BOA in their effort for Philippine Architects to be at par with the rest of the world's architecture profession. The Architecture profession in this country is getting ready for the World.... the global practice...

    Maybe some of the changes there will be is the
    inclusion of the International Building Code in
    consonance with the NBC we have in BS Architecture curriculum. This is always safe to conform to especially for architects who choose to work abroad.

    parehong mhirap ang drafting at non drafting exam (TOTALLY EQUAL).. bkt? ung drafting exam nakakapagod physically at mentally dhil sa time pressure. ung non drafting nmn wala maxadong time pressure pero sobra sobra nmn ang pagiicip na ggwin mo because of multiple design problems. brain drainer ika nga.

    saka sa mga ngdedegrade ng ngyun mgtatake... aba.. wag nmn tayong gnyan. hindi nmn nila ginusto nga ito e.. db? saka wlng mwwla sknila. kc nga pra skin mhrp din ang exam nila. ang PUSO. wg pairalin ang pride. ok?

    sa ngsabi nmn na nasan na ung mga dating pumasa.. nag call center nlng... e aba! wg din nmn tayong gnyn.. hndi rin nila kasalann un.. maaring twg lng ng pangangailangn. ang PUSO! wag pairalin ang inis. ok?

It's time for a change..There are softwares or 3d programs that helps us minimize time and improve Designs promoting Green Architecture.. Anyway,there is the so called "LEED architects."Promoting the preservation of our environment..
    You should pass another exam to be called as one.

    But the truth of the matter is that it all starts with the kind of Architecture school where you graduated from, the Architects and Mentors that shaped you in that school, the kind or class of Architectural firm you were admitted for your diversified training that spells your future success in employment in the Best Firm as an architect and on through your own Private Practice. i.e. 'Architectural Investment'.


    Some 'famous' local Architectural firms never give you the shot for your diversified training if you don't have the above-stated qualifications. when the license is required, those items too bears a lot.

    Now, tell me how ridiculous it will be for senior architects to write those paragraph in your resume? I know you will not do this.

    Let us be matured in facing this 'New age in Architecture' as some would suggest. Maybe this is the moment Filipino Architects to shine.

  46. to my fellow licensed architects, you have no right to dishearten the future architects by telling them that passing the exam the old school way is more fulfilling than passing the exam the reformatted way. that's just wrong. whether or not we know what the possible outcome of the newly implemented design exam is, i say it's apples to apples. come on, enough of the jurassic exam format, about time we see explore new possibilities! i personally support whatever the board thinks is best for us all.

  47. hindi kailangan yong linya ay matulis....yong kailang yong input nang linya sa drawing sa tama..its mean yong pagiging isang arkitekto ay maliwanag yong ibig sabihin nang mga linya nya na ipapakita sa mga nagbabasa....yong importante po yong function nang concepto mo ay very well explain tapos ipapa sa lang sa drafting skilled person para gawing isang documento which not actually doing by an registered architect( yong drafting), optional....function nang isang plano ang importante hindi pulso nang kamay kundi pulso nang utak...kaya po malaki ang bilang nang autocadd operator sa middle east or kahit saan sa mundo dahil po nag poproduce tayo lamang nang drafting skilled resource na sana po ay secondary option lamang dapat po lahat nang architecture student tayo magiging exposed sa theory kon paano e solve yong isang case problem na ipapagawa nang cliente para ma meet nila yong requirements...so the function of its plan are very important to achieve better competitive architect. optional lang po yong pagiging magaling na drafers (kon wala kang drafsman kaso mero namang nag aaral nang 2 years drafting course why not give it to them)....so if all student are learn and competitive to solve a ertain problem pertaining to client requirements i dont think dadami yog autocad operator sa ibang bansa kundi dadami yong productive architect na ipapadala nang pilipinas..for your information in fareness sa mga autocadd operator sa ibang bansa sila po yong nag e isip gumawa nang concepto in then kokopyanhin nalang nang ibang lahi para sila yong pogi points! that's the real situation here! kaya gusto nila nang pinoy...

  49. Gandang araw po mga Sir, Does it mean na January 2009 na mag-uumpisa yung revised design exam. Kasi meron po mga review center na separate ang Drafting& design sa extensive design tutorial.Paano naman po ung less furtunate na Arch're graduates na willing magtake ng exam.Di ba sayang naman gastos kung kukuha pa ng Drafting and design class kung meron namang extensive design training course????....

We just have started our design subject in review center which applies the reformatted exam, i can personally say na mahirap din po sya.. its not just about conceptualization, its more technical and the real practice inclined, we also draw/sketch,detail drawings, etc. etc.. in an hour we only answered 12 questions ata yun, sobrang nangangapa kaming lahat even the datas are there..
    to all examinees from the middle east and here in the philippines FOR JANUARY 2010 examination, GOODLUCK TO ALL OF US AND GOD BLESS US!! we'll take the challenge of what the BOA have created, we believe its for the best of the Architecture Profession in our country!!

  57. naniniwala ba kayo na madami sanang mga marunong na graduates ang hindi pumasa at illegal pracioners ng architecture or say mga ttambay at di nagagamit ang propesyon, hindi dahil bumagsak sa board dahil hindi alam ang design solution perolumagpak dahil di ganun kabilis magdrafting...naniniwala ako, walang maling design ( di naman tayo magbibigay ng palengke kung ang problem e hospital di ba?) tandaan..we opt to be professional designers who solve architectural and practical design problems... at di tayo kumuha ng board para professional draftsman... we want to take pride of our cognitive ability. at the end of the day, sa technology ngaun.. autocad pa rin ang gagamitin at preferred presentation ng mga co-professinals and clients... masakit langdin isipin na madaming graduates ng architecture turns out to be autocad operators na lang...(pasensya sa harsh comments pero mas masarap isipin na marami tayong Arkitektong Pilipino na kayang makipagsabayan sa ibang lahi at di alila ng ibang bansa)

  58. i guess mas makakabuti kung yung dating gawi na lang.. Kung gusto nila na marami ang makapasa eh di taasan nila yung grade sa design.. Baka naman kasi tinatamad na silang mag-check ng mga plates kaya gusto nila baguhin.. saka mas maganda yung manual drawing talaga sa design kasi masasabing alam talaga yung ginagawa nila at pinasok nila... Pag kasi multiple baka tsambahan lang yung mangyari sa pagkakapasa kahit hindi naman talaga deserving na pumasa...

  59. malalalaman lang namanang galing ng bawat pasado sa totoong mundo na ng propesyon natin...mundo ng mga totoong propesyonal na di kailangan linlangin ang kapwa arkitekto para makakuha ng proyekto... (sample nyan... yung dati mong kaklase mo at ngaun bestpren mo na di lisensyado may mga projects... o kaya magbagsak presyo ka ng design fee mo kasi un ang iisang project na dumating sa yo in years na na lisensyado ka... ikaw na lisensyado ala kang project... kaya mo bang kasuhan yun.. uy Php5million din yan at 6 years in prison... kung kaya mo yan yun palang ang rason na may karapatan kang magsabi na tamad ang BOA)
    ang isang magaling na arkitekto, kayang itaas ang noo sa pamamagitan ng pagsunod sa mga tamang natutunan sa paaralan at sa mga batas at hindi sa kabuktutan ng pansariling kagustuhan at kapakanan lang...
    hindi sila tinatamad, dito lang din mas masusukat kung gaano mo kaalam ang mga principles na natutunan mo base na rin sa praktikalidad ng mga makabagong problema sa kasalukuyang desenyo at konstruksyon.
    ngaun kung madaming arkitekto na lisensyado mas konti ang mandadaya sa propesyon...
    at pag pumasa kayo wag nyong kalimutan lumingon sa pinanggalingan nyo.. pasalamat kayo sa mga dahilan bakit kayo magiging arkitekto!!! Ipagbunyi nating ang mga ARKITEKTONG PINOY!!!!

  60. I agree with that comment. and if all of you read the reason behind PRBOA's reformatted design exam it only means equality on all aspirants for this profession. Nung hindi pa formatted, unfair sa mga graduates na naging physically challenge na magdraft, ngaun utak ang labanan at di na lang bilis sa drafting, imagine this: 2 individuals with different physical capabilities, it is only but possible that one who is physically challenge can even plan and think more than what a physically-able can do... I also agree with the prior comments that drafting should not only be the basis for a 8-hour exam (sometimes taken in a chemistry lab or in a room with small drafting tables) of a multi-storey/ complex project which in real life we are planning for months and some projects of the same kind are being studied and designed for years prior to construction. This reformatted exam is better since multiple projects can be tackled which will test the design and planning ability of a soon-to-be architect.

  61. as far as i am concerned.. the multiple choice format of design falls under "construction administration" whereas different situations are given then the examinee will determine a correct answer for the situation. ofcourse it is also a part of design. but what happened is, it became one sided.. it turnded out to be more scientific.. the art side was omitted, which also happens to be a part of architecture. Probably it is possible to show structural and functional as well as economic beauty through multiple choice by choosing the correct answer. but what about aesthetic beauty? how is it possible? i have nothing against with this decision. just giving some relevant insights..

  62. I AGREE TO (DEC 10 2009 2:05PM)'S COMMENT. HOW IS IT POSSIBLE TO SHOW AESTHETIC DESIGN BY MULTIPLE CHOICE? ARE THEY TAKING IT AWAY?

    MY CONCLUSION.. THIS RESOLUTION IS GREAT, BUT ON ONE CONDITION, COLLEGES SHOULD REVISE THEIR CURRICULUM BY LESSENING THE LOAD OR ELIMINATING IF POSSIBLE COURSES SUCH AS MANUAL DRAFTING, GRAPHICS, AND VISUALS. THEN SWITCH TO COMPUTER PROGRAMS.

    AND ANOTHER THING, IVE READ SOME COMMENTS THAT SAYS "DRAFTSMAN LANG". IT SHOULD BE NOT LIKE THAT. I WAS ALSO ONCE A DRAFTSMAN, THEN BECOME AN ARCHITECT BECAUSE OF MY HARDWORK AS A DRAFTSMAN.. MY POINT IS, WE SHOULD NEVER SAY THAT THEIR JUST DRAFTSMAN. OK? IF ANYONE DISAGREES WITH THAT, PLS COME BACK TO EARTH.

  63. tama na yang away na yan... tulungan na alng tayo...sa lahat na magaling at mga pumasa na.. paki-interpret nga po paano gamitin yung mga tables lalo na ung FLAR at kung ano ang dapat na gamitin method sa pagkuha ng mga alotted areas... for practice lang...Sir Rey, sample problem and solution naman para dito sa online tests. Very much appreciated ang author ng website na ito!!! wag na sanang guluhin ng mga puro comments at di naman nakakatulong sa review ng mga aspirants.   64. i think naman na walang mali sa reformatted for ar design exam..marami nbabagsak just because hindi ntatapos yung kanilang exam in the given period of time, the fact that kailangan din namang mag drawing or sketch sa reformatted exam to get the right answer yun nga lng walang points, and besides to be a professional architect or registered licensed architect, d lang magaling magdrawing dapat magaling din sa analysis based on a given problem and follow rules and regulations, right?.in short "madiskarte"..
    So, bakit p proporblemahin kung anung klaseng exam ang ibbigay nila for the 2nd day ng LEA, isnt it?

    sana we will pass the board exam this coming jan. 2010..

  65. i guess you shouldn't totally abolish yung manual/freehand sketching sa board exam dito kasi na measure yung ability mo to deliver certain imagination, how to create things ,how to express your ideas thru DRAWINGS. So it means katawa tawa tayo na tatawagin tayong ARCHITECT na di sanay mag drawing.( ARCHITECT NA MULTIPLE CHOICE).

    Painter na di sanay Magpinta.
    Sculpture na di sanay MAGLILOK.
    Dentista na di sanay bumunot ng ngipin.

    My point here is sana naman huwag totally ia bolish...at least kahit konting design or manual drafting may matira na di totally multiple choice....give some weight of percentage.

  66. even though i am in favor with this resolution, somehow i agree with a very good and convincing comment mentioned earlier concerning how to show aesthetic design thru multiple choice. as they say, examinees will be allowed to do some sketches, but not graded.. how's that? i also fully agree that with the revison of the design format, universities shall also revise their curiculum. less drafting.. i think? less graphics, less hand drawings? i guess.

  67. well you have a point there.. how can the examinees show aesthetic design thru mul. choice. not only that, how can they show correctness of interelationship of spaces in their design. i have afriend in ksa who took the exam and said that the exam was mainly just a replica of the building code, uap docs, and some btech the other way around. it was more on science. i'm very sad to agree, but still, n my humble opinion, the old way is still much better. but anyway, he also added that the passing rate increased. i guess that's good news. comapring 37% from june2009 and at ksa's 47%, that is 10% increase in passing rate. that's goodnews.

  68. I’m planning to take the LEA here in the Middle East this Dec 2010. I’m fortunate to have a good position and practice architecture here (though under board) for almost 12 years now.
    I think all of us here, RLA's and NRLA's have made their point. Others just seem to be so narrow- minded to think that The Board was so stupid to change the format just like that. Maybe it’s not a perfect decision, but it’s for the better of the Architectural Profession in the country. If it’s really so bad, then why not come up with something you think is better and is compliant to our Law?
    I don’t think you’ll get a degree in architecture if you didn’t develop the skills in “drafting” in this 5 years course, and besides you will not be doing the same thing (like the old design format) when you practice architecture in the real world. Though we communicate with the Clients through our “drawings”, they will not really see only what’s on the paper alone, but what’s beyond that.. ika nga ‘di puro drawing lang ang alam..
    Nasaan na ung “aesthetic” aspect of designing?, Now think, do we have the same definition of what’s “beautiful” or what’s pleasing? How you will then judge that? I believe that’s subjective.. Of course di dapat nawawala yun but I think, in 5 years of schooling, ‘di ba Design 1 pa lang we’re practicing na our aesthetic design capabilities? And it is lessen while the scientific aspect is increased as we go through higher design subjects.
    Don’t you think mas importante yung compliance of the rules sa Bldg.Code? I think the role of PRBOA is to judge the scientific and legal aspect of the “solution” and not the aesthetic approach nung designer... The society will judge that.
    This gives credit to the 5 years of hardships in school.. Improve the curriculum, the manner and approach of teaching architecture, for the excellence of Architectural profession not only in the country but around the world!.. .

  69. Nakita nyo ba ang penmanship ni IM PEI, parang grade one. pero ang mga designs nya, world class naman. the architect is the conceptualizer, and the realizer of dreams. He should not be bothered with things as drafting as this will hinder the creative juices out of him and slow the creative process. thereforelet someone do this for him. Of course I believe that he should be adpt in a fast sketch, to immediately execute his ideas. Drafting simply puts the ideas into a concrete thought.

I think there's nothing wrong in removing the manual drafting for design,as you can see both has it's good potentials in offering knowledge in design, theoretically or presentation wise both has the ability to generate ideas when it comes to design...marunong ka nga sa drawing mahina ka naman sa theory or problem analyzation so it doesn't make sense for you people who are complaining against the PRBOA decision.

Buhat ng tinanggal yang drafting at Mathematical computation sa ALE, naka-encounter na ko dito sa opisina ng mga arkitekto na hindi alam kung nasaan ang Northwest, Northeast, SE at SW kapag nakapihit ang North orientation. Mga arkitektong parang doktor magsulat. Mga arkitektong bobo sa Math na magcompute lang ng hypotenuse, rise and run based on given slope, mag ratio and proportion, mag cross multiplication, magconvert ng mathematical values, magperform ng algebraic equation. etc. Mga walang working knowledge sa Structural designing at hindi nakakaintindi ng tamang rebar works at construction join locations pero nangangarap maging general building contractor. Nangyayari ang mga ito dahil sa kagagawan ng mga incomptent, tamad at banong new generation board examiner na yan. Darating ang panahon na hindi na construction prime professional ang mga arkitekto kundi CAD operator at renderer na lang. Nakakapagod daw kasi mag check, samantalang yung mga old school examiner gaya nina Angel Lazaro jr. (CE-Arch) ansisipag magcheck at mga terror na examiner. Ikinakahiya ko kayo mga new school architect. Hindi ko kayo kinikilalang arkitekto.

  75. It would have been better if the Architecture Law was not revised and remained RA 545 instead of RA 9266. RA 545 produced architects who are competent not only in architecture and drafting but knowledgeable in Engineering (Structural and MEP). It required architecture students to be proficient in Engineering Mathematics and Construction Estimating before taking the ALE. In short it produced architects who are truly the Prime Construction Professionals.

    RA 9266 just ruined the profession. Aside as it is not being recognized by many building officials, the kind of architects it produced are poor in Mathematics, clueless in Structural designing, poor in detailing, poor in construction estimating. RA 9266 merely produced glamorized CAD operators and 3D renderers.

    You would meet plenty of vocational graduates, Microcadd graduates, and short course (CAD) graduates who feel they are already equivalent of architects because the types of architects they encounter in social media and work places are just like them who know nothing but CAD and 3D rendering. Skills that they non-architects can also perform. I would even encounter young licensed architects who can not differentiate themselves from short course CAD graduates and are even clueless on how to make themselves different from them because RA 9266 didn't oblige them.

    Whoever taught of removing drafting and mathematical calculations in licensing examination for a technical profession, you are a disgrace to the architectural profession.
